Minutes:

RESOLVED: That Executive Procedure Rule 47.1, be suspended for the duration of the meeting.

52.

Attendance by Reserve Members

To note the attendance at this meeting of any duly appointed Reserve Members.

 

Reserve Members may attend meetings:-

 

(i)                 to take the place of an ordinary Member for whom they are a reserve;

(ii)               where the ordinary Member will be absent for the whole of the meeting; and

(iii)             the meeting notes at the start of the meeting at the item ‘Reserves’ that the Reserve Member is or will be attending as a reserve;

(iv)              if a Reserve Member whose intention to attend has been noted arrives after the commencement of the meeting, then that Reserve Member can only act as a Member from the start of the next item of business on the agenda after his/her arrival.

Agenda Item 8 – Admission to County Schools

 

CouncillorHusain Akhtar declared a prejudicial interest in that he was a governor of Grange First and Grange Middle Schools, of which Grange First School was listed for consideration in respect of the child with case reference number P44.  He left the room whilst this case was considered.

Representations

Minutes:

With the agreement of the Panel, the headteacher of Newton Farm School addressed the meeting and spoke about the number of pupils on roll at the school, which was oversubscribed.  She explained the constraints that would be placed on the school if more pupils were admitted and responded to questions.

It was noted that the children with case reference numbers P45-P50 had been offered school places prior to the meeting.  As a result the Panel was required to consider case reference number P44 only.

 

On 19 January 2011, there was 1 child for whom admissions staff could make no reasonable offer of a school place.  The Education Admissions and Awards Advisory Panel was requested to recommend to the Corporate Director of Children’s Services to authorise the admission of this pupil to a school where no places existed in the relevant year group.

 

An updated table with the number of pupils on roll at Harrow schools was circulated to Members of the Panel.

 

Resolved to RECOMMEND:

 

That offers of admission to schools be made as follows:
